Standarize scripts usage output format and at the same time make
the strings easier for the translators. Add '--help' and '--version'
for most of the scripts. Print the usage and version to stdout.

Finish the change for the po4a architecture (dpkg-architecture.1 was
forgotten), and make some cleanup.

New po4a architecture, to ease the work of the i18n robots.
The goal is to have the POs and the POT for one document in the same
directory.

Patrol the ChangeLog neighbourhood again.
