Add a test target to scripts/Makefile.am

Add a simple test target copied from a MakeMaker
generated Makefile and add Dpkg::Version testscript,
like the code copied from Debbugs bzr

Use a pure-perl implementation of version comparison

Imported from the Debbugs bzr (after comparing it with
my own implementation available with packages.d.o, I
preferred the one from Debbugs).

Rename and Reorder modules directory

This should make it easier to use the modules from within the source,
which is important e.g. for testing. It also makes the hierarchy more
obvious.

All modules should end with 1;

- Fix check of fork's success in dpkg-shlibdeps (for dpkg --search).
- Make dpkg-gensymbols.pl executable.

Use new-style open calls everywhere: it's safer with weird filenames.

Apply patch by Raphael Hertzog that:

1) Add a new script dpkg-gensymbol that can produce lists of
   symbols from shared libraries
2) Modifies dpkg-shlibdeps so that it can use these lists to
   compute better (i.e. less strict) shlib dependencies.
3) Refactors a lot of code on the way and moves some out to
   modules (that are not usable for third-party use yet, though
   and will be installed in dpkg's private library directory

Create a branch for Raphael Hertzog's dpkg-shlibdeps patch/rewrite

dpkg-source warns now about new empty files since those will
not be represented in the diff. Closes: #383394

correct permission and owner/group handling when extracting
tar balls to match more the user's preferences instead of
ours or the ones from the originator of the tar ball. Patch
