hu dselect update

Handle architectures in all dependency fields in debian/control,
even those of binary packages. Closes: #252657, #324741, #347819

Fix handling of debian/files when architecture is set via -D
command line option. The value override was applied too late.

Move dselect gettext strings to its own domain provided now by the
dselect package.

Move the methods directory to dselect/methods, so the contents will not

end of conffile entry if obsolete is set.
* lib/fields.c (f_conffiles): Parse entries for
obsolete conffiles correctly.
* src/filesdb.h (filenamenode.flags): Add new
flag for obsolete conffiles.
* src/remove.c (removal_bulk_remove_configfiles):
Handle obsolete conffiles.
* src/archives.c (newconff_append): New function
to append a filenamenode to a fileinlist.
(addfiletolist): New function to add a filenamenode

Handle case where a new package takes over

Use $@ instead of % in the rule's command of po4a.mk as the later is not
replaced there. This fixes a FTBFS.

Use pkg-config to get the proper flags to link against libselinux.
Add a Build-Dependency on pkg-config, thighten libselinux1-dev to
at least version 1.28-4 which provides a .pc file, and remove
libsepol1-dev as libselinux1-dev is Depending on it.

Make dpkg-source -b more robust
regarding to existing symlinks by creating all files
in secure temporary files and renaming them afterwards.
This fixes problems with packages retrieved with
apt-get source from local repositories.
