cryptsetup-generator: fix /etc/cryptsetup options

cryptsetup-generator parses the options in /etc/cryptsetup incorrectly.
It fails to find the 'swap' option in
  swap,foo
and instead it matches on
  swaplalala,foo

The condition for the comma separator is reversed.
