[MIPS] MT: MIPS_MT_SMTC_INSTANT_REPLAY currently conflicts with PREEMPT.

So until MIPS_MT_SMTC_INSTANT_REPLAY has been rewritten to solve this
issue, don't allow selecting it with PREEMPT.
