build-sys: cleanup libuuid stuff

Supported scenarios:

 * internal libuuid (--enable-libuuid, default)

 * external libuuid (--disable-libuuid)
   - systems without pkg-config
   - systems with pkg-config

 * systems without libuuid at all (the library is optional for u-l-ng)
