x86: add cpu mtrr init function definitions to mtrr.h

x86: add cpu mtrr init function definitions to mtrr.h

mtrr.h was included everywhere needed.  Fixes the following sparse
warnings.  Also, the return types in the extern definitions were
incorrect.
