Use new Dpkg::Checksums module

* scripts/dpkg-genchanges.pl, scripts/dpkg-source.pl: Use new
Dpkg::Checksums module. Adds new 'Checksums-{Sha1,Sha256}' field
to .changes and .dsc files. Increase changes format to 1.8.
