Allow overriding $pkgdatadir in Dpkg

* scripts/Dpkg.pm: Allow overriding $pkgdatadir
with $ENV{DPKG_DATADIR}.
* scripts/Makefile.am (check): Use DPKG_DATADIR.
* debian/rules: Remove hack to copy data files
to build directory.
